How does an owner-operator fill out the WH-347?

List yourself like any worker: your name, your work classification from the wage determination, and your daily hours. Owners still show the classification and hours for on-site work. Ask your contracting agency in writing how they want your own wage shown. Their answer beats any forum.

Why does the form only take the last 4 digits of the SSN?

The official instructions say full Social Security numbers must not be included. Certified payrolls can be released under FOIA, so a full SSN on the form is a real exposure. Our form takes 4 digits and nothing more, so the mistake can't happen.

Do I owe fringe on overtime hours?

The overtime premium is 1.5× the base rate. Fringe stays at 1×, but you owe it on all hours worked, including the overtime hours. Getting that split wrong is one of the most common Davis-Bacon payroll penalties. SeeDOL Fact Sheet #66E.

How often do I have to file certified payroll?

Weekly. The Copeland Act requires a statement of wages paid for every week you work on a covered contract, numbered from 1. Missed a week with no work? Many agencies still want a "no work performed" payroll, so ask yours.
